In New Zealand, it is legal for a woman to be topless in public. The New Zealand Bill of Rights Act 1990, specifically prohibits discrimination of the basis of sex. An old law that made it illegal for women to be topless in NZ was thrown out during a court case in 2003 after two women were arrested for baring their breasts during a public protest and their lawyer successfully argued the law breached The New Zealand Bill of Rights Act 1990. Any law making it illegal to be topless would have to include men and as that was unlikely to be popular with male beachgoers the law was just struck off the books. It is still illegal to be fully nude in public in NZ however as that law covers both sexes stating that the lower genitals must be covered.
